Emergency state legislation ordered social distancing and closures of public buildings, with no specific expemtions for religious practices. However Art. 16 of the Constitution identifies religious freedom as a non-derogable right. Moreover, in private communicaitons, we have received contradictory statements regarding whether religious buildings remained open and services held. 

Public religious celebrations suspended; places of worship permitted to remain open subject to control measures on entry.
